EMCID ROLE
With more than 35 years of experience in economic development and banking, Frank McCrady has served as President and CEO of the East Montgomery County Improvement District (EMCID) for 24 of those years, strategically elevating the area into a community ready for growth. Under his leadership, sales tax revenue for the 158-square-mile improvement district has increased by 860 percent — from $2.5 million in 2002 to a projected $26 million in 2027. Even through the pandemic, Frank led economic initiatives and incentives that drove sales tax revenue up 13 percent. Current retail and entertainment projects underway stand to further strengthen the District through job creation, expanded business recruiting tools, additional services, community grants and scholarships for local youth.
CAREER HIGHLIGHTS
Prior to leading EMCID, Frank served as Deputy Director of Community and Economic Development for Salt Lake City, Executive Director of the Tulsa Economic Development Corporation and Operations Manager of Riggs National Bank in Washington, D.C. He also served in the U.S. Army Reserve, retiring as a lieutenant colonel after 28 years.

- Past Chairman, Southern Economic Development Council (SEDC) — the oldest and largest regional economic development association in North America, comprised of 17 southern states and the District of Columbia
- Former State Director of Texas and Western Region Director for SEDC, representing Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas
EDUCATION
Frank received his Bachelor’s of Science in Finance and Banking from the University of Arkansas and his Master’s of Business Administration from Webster University in St. Louis, MO. He also completed studies at the United States Command and General Staff College (including the Advanced Operations and Warfighter course) in Fort Leavenworth, KS, the United States Army War College in Pennsylvania and the National Defense University in Washington, D.C.
