Kelley Mattlage joined the East Montgomery County Improvement District in 2014. As CCO, Kelley oversees all public relations initiatives involving the numerous economic and community developments aimed at improving the quality of life in East Montgomery County. She serves as senior advisor to the CEO and crisis communications strategist. She also provides a hands-on approach to the District’s community development programs, including grants, special projects and festivals. Kelley is a certified Professional Community and Economic Developer (PCED) and is a member of the Southern Economic Development Council. She is also a member of the Public Relations Society of America and Social Media Marketing Society.

Prior to her position with EMCID, Kelley served as Director of Communications & Community Relations at New Caney ISD, Executive Director of the New Caney ISD Education Foundation, and Director of Communications at St. Martin’s Episcopal Church – Houston, the largest Episcopal church in the nation.
Kelley is also an Emmy Award-winning television journalist. Known to central Texas viewers for 12 years as Kelley Barr, she was the evening news anchor at KCEN-TV, an NBC affiliate, in Waco. She also served as Promotions & Marketing Manager for KWTX-TV in Waco.
Kelley has a Master of Arts in Strategic Communications from Washington State University and a Bachelor of Fine Arts in Radio/Television/Film from Sam Houston State University.
She has a strong work ethic, a passion for learning, and a great desire to help others. Kelley is a member of the Rotary Club of East Montgomery County and a Paul Harris Fellow. She served from 2016 to 2018 on the Board of the Humble Area Assistance Ministries (HAAM), a faith-based organization that helps community residents in crisis by providing essential resources, like food, shelter and clothing, to move towards self-sufficiency.
