Dedicated to improving the quality of life for East Montgomery County residents, Stephen Carlisle was drawn to serve on the EMCID Board of Directors to bring this vision to life and achieve positive results.
A proud EMC resident, Stephen has over 20 years of law enforcement experience and currently serves as the Chief of Police for the city of Roman Forest. He is also involved with the Shriners Club, Fraternal Order of Police, Sons of American Legion, Masonic Lodge, Boy Scouts of America, FBI Law Enforcement Executive Development Association, Texas Police Chiefs Association and the Eastern Star to name a few.

When it came time to run for Position 6 on the EMCID board in 2014, Stephen focused on three different principles – communication, accountability and public trust.
“With a record of proven leadership, conflict resolution, crisis management and working with community leaders to achieve positive results for our citizens; I will remain devoted to improving the quality of life for our residents and increase economic growth,” Stephen said.
Stephen also attends Great East Montgomery County Chamber of Commerce luncheons and other community gatherings as a part of his promise to voters as an EMCID Director.
“By attending meetings in my community, it helps me to maintain familiarity with the community and gain insights into the desires and concerns of our community and those who continue to invest in the future of East Montgomery County,” Stephen said.
Stephen is married to Laura Carlisle, owner of Laura’s Dog Grooming and the proud father of U.S. Army Private Cody Carlisle, a 2014 Porter High School graduate.
Originally elected in 2014, Stephen was reelected in 2018 and 2022. His term expires in 2026.
