As Chief Financial Officer for the East Montgomery County Improvement District, Joe O’Connell brings a unique career path to the role. While working in law enforcement as a police officer and county jail guard for 15 years, Joe took accounting classes at night as an additional skill for retirement — not knowing he had discovered a new passion. He made the decision to pursue accounting as a career change. To date, Joe has 17 years of accounting and finance experience, progressing from staff accountant to Chief Financial Officer, including three years of finance experience with Municipal Utility Districts (MUDs). A Certified Public Accountant (CPA), Joe brings deeper financial analysis to the district — helping make EMCID more competitive in attracting businesses to East Montgomery County and growing the East Montgomery County Scholarship Fund.
